A DM that arrives half a second after the comment reads as a robot, and Instagram is more likely to file it under message requests where nobody looks. So In Your DM adds a small randomised pause by default. It is a setting, not a limitation — set it to zero if you want instant, or to two minutes if you want it to look hand-typed.
